The Anthem Project

Anthem Development objective is to develop a “best in class” public and private interests focused on a 360-degree approach to United States’ military veterans and their families, offering a holistic, outreach approach that is geared to consolidate vendor services through an algorithm platform that will work in tandem with VA Healthcare network that will respond to the needs of the transitioning service-members, veterans and their families, housing, medical outreach, education, employment and a “clearing house” for veterans’ benefits.

Anthem  Veterans Housing Development, Project Summary:

Anthem Veterans and Community Resource Center, Veteran Village “Housing Referral & Benefit Services” in conjunction with the American Legion Post #29 have created a strategic collaboration with local housing developers that has the capacity to provide housing in conjunction with our outreach benefit partners. In addition, we have partnered with American Legion & VFW to develop a tutoring, mentor-ship, financial literacy training program in conjunction with veterans and families program participants. 

 

Anthem Veterans Housing Development Market Place Entry Strategy:

Currently we have over 200 units that we have under a master leasing agreement, cross pollinating this unsolicited, demonstration pilot with VA’s Transformation #21, & 13 Greatness Challenges , our Washington D.C. partner is an independent contractor for VA and we are preparing to submit this unsolicited proposal to VA & HUD based on housing and supportive service needs assessment.

 

Veterans Housing Development Collaboration:

Anthem Veteran Village is now facilitating a strategic collaboration with property owners to provide retrofit, weatherization “Training to Work, Work to Live” program. This program will consist of classroom, Selected Training Institutes and field training programs, Selected Worksite Locations, where program participants will live once the weatherization and retrofit is completed. For some of the transition veterans program participants will live on the construction site where the retrofitting/renovation are being conducted.  

 

Anthem Veterans Housing Development,  Business To Business:

Anthem Business Development is a network of Certified Service Disabled Veteran Owned Small Business (SDVOSB) mission is to provide manufacturers, product and service partnership to vendors and providers seeking to conduct business with all levels of government. Vet Power provides the services necessary for making governmental purchasing of products as effortless as possible. Vet Power government procurement system can open doors for getting products and services before any United States Department of Defense (DOD), the Veteran Affairs Administration (VA), and all other procurement contracting officers for military and non-military government business. 

 

Anthem Trust is a community-based division is partially funded in part by investors, private donors, grants, and trading activities based on contracts generated through Executive Order 13360 (Providing Opportunities for Service-Disabled Veteran Businesses to Increase Their Federal Contracting and Subcontracting), as well as Ability One NISH contracts, that involve a planned scope of activities that provide business-skills, planning, and development and coordination services targeted to veterans and reservists.

 

Objective:

Anthem is establishing our standard operating procedures (“Anthem SOP”) to give guidance to any new manufacturing entities, construction partners, institutions of higher learning, independent trainers, educators, associates, partnering employers, and other collaborators who are working alongside Vet Powers to create jobs, and to secure entrepreneurial and employment opportunities for veterans and their families and the disabled populations. 

 

Logistical Supporting Network

Our objective is to “create action plans for multiple and diverse projects for cross-industry and government collaboration that can move from conceptualization towards broad acceptance and implementation.” We hope that by encouraging and engaging in Contract Manufacturing, Special Purpose LLC, MOU’s, Teaming Agreements, Articulation Agreements, we can harness many of our powerful ideas and creative thinking which will allows to make progress towards building a national infrastructure, or system, for managing the health, housing, training and the empowerment of the transitioning service-members, veterans and their families.

Summary In the assessment process, we begin by reaching out to the local municipality and the surrounding shelters to ascertain the homeless veteran population in the area. VHD will also determine if they can be relocated to an already existing facility that meets our program criteria. After assessing the need for housing in the community, a plan for the development of a large or small community is started in cooperation with local government entities. Either through allocation of land through the local municipalities or through a land donation from local citizens or organizations, a parcel is selected for development. Once the parcel has been obtained, the architecture, interior design and engineering needed to design the Veterans Village© is provided. VHD members will oversee the construction of the Veterans Village© including shipping container designed homes and other areas that assist the residents. Other areas may include: 

  • Onsite nurses station
  • Security guard
  • Shuttle service
  • Employment assistance services
  • Exercise and recreation areas
  • Mail drop
  • A communal area for meetings and group sessions
  • A Village Shop
  • Swimming Pool
  • Cafeteria 

Enhanced-Use Lease (EUL)

Under the EUL authority (sections 8161–8169 of title 38 U.S.C.), VA may lease land and/or buildings to the public or private sector for up to 75 years.  The leased property may be developed for non-VA and/or VA uses that are compatible with the mission of the Department.  In return for the lease, the Department obtains fair value consideration in the form of revenue, facilities, space, and services.  VA continuously explores ways to expand the use of this capital asset management tool, and ways to streamline the process.

EUL projects are divided into three major categories according to the type of benefits provided:

  • Direct service to Veterans.  EULs under this category provide Veterans with services that are not available at VA medical centers.  Examples include housing, hospice and crisis triage facilities.  This type of project provides increased access to health care, improved satisfaction and quality of life for Veterans and their families, improved relations with the community, and other socioeconomic benefits.
  • Improved VA operations.  EULS under this category contribute to improved use of VA’s resources to enhance services to Veterans.  Examples include regional office collocations, parking, and consolidation of services, energy generation, visitor centers, and public safety buildings. Benefits include improved services, access, positive impact in the community, and increased Veteran satisfaction.
  • Community benefits.  EULs under this category provide services to the general community.  Examples include golf courses, affiliate partnering, credit unions and asset management facilities.  The main impact of these leases is through revenue generation, cost avoidance, community improvement and employee/Veteran satisfaction.
